LA LOTTERIA NELLA STORIA: BIGLIETTI DI FORTUNA PER AIUTI UMANITARI O PER FINANZIARE GRANDI OPERE

Il gioco della lotteria non ha una data di nascita precisa, sicuramente con l’umanità, visto che già i primitivi lo usavano per scoprire il volere della dea fortuna. Sono proprio i Romani a credere nelle divinità della fortuna e a lei sacrificarsi per vincere le scommesse. Infatti, i Romani, avevano l’abitudine – durante i festeggiamenti in onore a Saturno – di organizzare vere e proprie lotterie per cercare la buona sorte. Ma la prima forma di lotteria sembra appartenga alla Cina, più precisamente al periodo della Dinastia Han, che governò tra il 206 a.C e il 220 d.C., una sorta di gioco di stato molto simile alle nostra lotteria e che serviva a finanziare le grandi opere come la stessa Grande Muraglia.

La storia delle lotterie in Italia racconta che queste venissero organizzate per eventi particolari, ad esempio gare automobilistiche o festività, ma sempre allo scopo di raccogliere fondi. La prima testimonianza risale al 9 gennaio del 1449 a Milano, con un’estrazione che ebbe svolgimento in piazza sant’Ambrogio al fine di portare denaro fresco nelle casse della Aurea Repubblica Ambrosiana che non godeva più di fondi a causa del finanziamento per la guerra contro Venezia. Più tardi la lotteria diventa un modo per finanziare anche le opere pubbliche, ricordiamo asp esempio quella del 735 che servì a bonificare la palude pontina. A seguito con l’unificazione del Regno d’Italia, il Governo ne assume il monopolio sia del Lotto che delle Lotterie. E’ solo negli anni Sessanta abbiamo la nascita della prima lotteria nazionale con estrazione il 6 gennaio. In cosa consiste la lotteria? Trattasi di vendita e acquisto di uno o più biglietti con un codice seriale valido per il concorso. Generalmente non vi è un solo vincitore ma più estrazioni con premi di differente valore (dato che varia in funzione di quante persone hanno partecipato al concorso: più biglietti acquistati maggiori saranno le vincite).

Mentre in Europa la lotteria nasce con un altro significato, ossia quello di aiutare le classi meno abbienti tra la prima metà del 400 e la seconda metà del 500. In Belgio fu organizzata dalla vedova del noto pittore Jan van Eyck.

In  Francia invece, fu Francesco I con un editto (1520) che consentiva una lotteria su cinque ruote, Parigi, Lyon, Strasburgo, Lilla e Bordeaux. Tale operazione doveva sollevare le finanze esauste di Luigi XV. Il successo fu assicurato che anche l’Inghilterra dimostro subito interesse e nel  1566 le lotterie sbarcarono vi sbarcarono nel regno regina Elisabetta I, la quale organizzò una raccolta fondi allo scopo di costruire nuove opere pubbliche. La diversità di questa lotteria era nel costo del biglietto che – secondo quanto riportato dalla British Library, era di 10 scellini per biglietto (per un massimo di 400 mila biglietti). Una cifra troppo alta per raggiungere tutti i ceti sociali, per questo la Regina coinvolse principalmente ad una classe superiore. Al fortunato andava 5.000 sterline ma non in denaro bensì in arazzi o “buona tela di lino”. Tra le note della British Library troviamo anche una sorte di accordo, dove a tutti i partecipanti sarebbe stata garantita l’immunità dall’arresto, tranne che per crimine da pirateria, omicidio e tradimento.

THE SECOND to whome any Lot shall happen, shall have in like case for his welcome (bysydes his adventure) the summe of thirtie poundes in a piece of Plate gilt.

THE THIRD to whome any price shal happen, shal have for his welcome (bisdies his adventure) the value of twentie pounds in a piece of Plate gilte.

The Prices

WHOSOEVER shall winne the greatest and most excellent price, shall receive the value of Five thousande Poundes sterling, that is to say, Three thousande Pounds in ready money, Seven hundreth Poundes in Plate gilte and white, and the rest in good Tapissarie meete for hangings and other covertures, and certaine sortes of good Linnen cloth.

WHOSOEVER shal winne the second great price, shal have the value of Three thousand and five hundreth Pounds, that is to say, Two thousand Poundes in ready Money, Six hundreth Poundes in Plate gilt and white, and the rest in good Tapissarie and Linnen cloth.

WHOSOEVER shall winne the third great price, shal have the value of Three thousand Poundes, that is to say, A thousand & Five hundreth Pounds in readie Money, Five hundreth Poundes in Plate gilt and white, and the rest in good Tapissarie and Linnen cloth.

WHOSOEVER shall winne the fourth great price, shal receive the value of Two thousand Poundes, that is to say, that is to say, One thousand Pounds in ready Money, foure hundreth Poundes in Plate gilt and white, and the rest in good Tapissarie and Linnen cloth.

WHOSOEVER shal winne the fifth great price, shal receive the value of One thousande and five hundreth Pounds, that is to say, Seven hundreth and Fiftie Pounds in ready Money, Three hundreth Poundes in Plate gilt and white, and the rest in good Tapissarie and Linnen cloth.

Interessante anche ricordare che la lotteria più celebre della storia fu quella ideata da Giacomo Casanova alla corte del re di Francia:* “Nel 1756, durante il regno di Luigi XV, essendo ministro delle finanze il de Bernis, noto amico di Casanova e della monaca di Murano, e avendo il re bisogno di venti milioni, senza poter caricare di nuove imposte i suoi buoni sudditi, già troppo gravati, un tal Calsabigi, da Livorno, in cui Casanova s’ avviene, concepisce il progetto di una « lotteria di novanta biglietti, di cui tirata la sorte una volta per mese (notate bene, non per settimana) questa non possa cadere che su cinque numeri. » Casanova se ne impadronisce; si presenta, propone, discute, perfeziona, e dice che la lotteria dev’essere regia, o non essere. È perciò forse che ancora oggi, è tra noi, il ritratto del re presiede alla gravità delle operazioni. La proposta di Casanova veniva accettata ed attuata.”
